Let's assume for a moment that the latest study into NHL finances is irrefutable, that Arthur Levitt's report is a sound analysis of accurate numbers. Why should the players be the scapegoats? According to the NHL Players' Association, team owners do not need a new collective bargaining agreement in order to cut costs.
